      Andhra Pradesh: Policy and Initiatives in Food Processing Industry

      Andhra Pradesh is located on India’s southeastern coast. It is a state with immense geographical and agricultural significance. The state with an area of 162,970 square kilometers, with 974 km coastline, is the gateway to East and Southeast Asia. Variable topography, ranging from fertile coastal plains to upland regions, coupled with favorable Agro-climatic conditions, supports a diverse array of agricultural and horticultural activities. These conditions also make the state ideal for food processing industries.

      Andhra Pradesh: Factors Making the State Ideal For Food Processing Industry

      Andhra Pradesh has made significant strides in developing the food processing sector. It focuses on value addition, infrastructure development, and export promotion. The state’s food industry is valued at USD 49 billion. It represents 9% of the national food market. Andhra Pradesh has also contributed significantly to India’s food exports. Out of the country’s total food exports, 15% originated from the state.  Andhra Pradesh exports a diverse range of 2,100 agricultural products to nearly 190 countries. The state is India’s largest exporter of marine products, which accounts for 37.7% of national marine exports. It was valued at USD 3.04 billion in 2022-23. It was only possible because of the following reasons.

      Agriculture Productivity

      Agriculture and allied sectors are the main drivers of the state’s growth. It contributes approximately 34% to its Gross Value Added (GVA). Further, the state leads India in the production of several key crops, including Tomato, Mango, Banana, Chili, Lemon, Cocoa, Coconut, Turmeric. Apart from it, the state is a top contributor in the dairy, poultry, and aqua sectors. Andhra Pradesh accounts for nearly 40% of India’s seafood exports. The state ranks first in the fruits production with 200.64 lakh MT. It also produces about 77 lakh MT of vegetables annually. These factors provide a strong foundation for a thriving food processing industry. The state has a rich agricultural and marine production base. It is supported by extensive irrigation infrastructure and favorable agro-climatic conditions. These factors provide a boost to the development of the food processing industry in the state.

      Infrastructure

      The state has six operational ports and seven airports, along with a well-connected road and rail network. This logistical advantage aids both domestic and international trade. Andhra Pradesh is home to three major industrial corridors such as Visakhapatnam–Chennai Industrial Corridor (VCIC), Chennai–Bangalore Industrial Corridor (CBIC), and Hyderabad–Bangalore Industrial Corridor (HBIC). These corridors provide a robust infrastructure network to support the growth of the food processing industry. These corridors offer excellent connectivity, logistics, and access to markets. These factors help in positioning Andhra Pradesh as a strategic hub for food processing and exports.

      Strong Policy Framework

      The state’s strategic location and extensive infrastructure ensure efficient movement of raw materials and finished products. It makes the state a highly competitive destination for food processing industries. Apart from it, a progressive policy environment, abundant skilled labor, and a focus on industrial development further enhance Andhra Pradesh’s attractiveness as an investment destination.

      Policy Front: The Approach of Andhra Pradesh Government Towards Food Processing Industry

      The government of Andhra Pradesh has adopted a multi-dimensional approach towards its food processing industry with wide range of policy formulations. These have been covered in detail:

      Commodity Clusters

      The state will adopt a commodity-based cluster development approach to strategically enhance the food processing industry. This cluster-based strategy leverages the proximity of raw material sources. It also aims to maximize the use of shared processing infrastructure to seamlessly integrate production hubs with processing centers. It will integrate key departments such as Agriculture, Horticulture, Animal Husbandry, Fisheries, Industries & Commerce, and Agriculture Marketing. These departments will collaborate with the Andhra Pradesh Food Processing Society (APFPS). The society is the nodal agency for coordinated cluster development across the value chain.

      Reduce Post Harvest Losses

      The Food Processing Policy 2024-29 aims to reduce post-harvest losses, especially in perishable goods like fruits, vegetables, and seafood by developing cluster-based infrastructure. It includes processing facilities near farm gates, Export Hubs, and Food Parks. The policy aims to promote improved cold chain logistics and ensure faster market access, reducing wastage, increasing farmer incomes, and strengthening the state’s supply chain for both domestic and export markets.

      Product Perfection, Cluster Development, Storage and Value Addition

      The Food Processing Policy 2024-29 emphasizes on improving product quality, fostering cluster-based development, and promoting efficient storage and value addition. It offers additional incentives to industries engaged in secondary and tertiary processing. The policy also encourages value-added production. It aims to prioritize cluster development and integrates storage, processing, and distribution infrastructure. These clusters will provide access to raw materials and shared facilities, enabling enterprises to produce high-quality products, enhance competitiveness, and expand their market presence. The policy also supports local enterprises with subsidies and technical assistance, while promoting sustainability and innovation in food processing.

      Technology Upgradation, Technology Transfer and Market Assistance

      The Food Processing Policy 2024-29 aims to support industries in upgrading technology to enhance efficiency and product quality. It also encourages technology transfer through partnerships with research institutions and technology providers. The policy will also facilitate the adoption of best practices. It provides food processors with market Assistance initiatives, help enterprises access domestic and global markets, offering support in marketing, trade promotion, and compliance with international quality standards.

      Organic Production Processing

      The Food Processing Policy 2024-29 of Andhra Pradesh aims to promote organic food processing to tap into the growing demand for sustainable and healthy food products. It supports the development of organic processing units by providing financial incentives, technical assistance, and infrastructure support. It aims to encourage eco-friendly and sustainable processing practices and strengthen its position in the organic food market. The main focus of the policy is to ensure that processed organic products meet international quality standards. Overall, it aims to enhance market opportunities both locally and globally, and contribute to the growth of the organic value chain in Andhra Pradesh.

      Waste Processing and Industrial Ecology

      The Food Processing Policy 2024-29 promotes sustainable practices through waste processing and the development of industrial ecology. It encourages industries to adopt waste-to-value approaches, such as converting food waste into biofuels, animal feed, or compost. Hence, it aims to reduce environmental impact. The policy also provides Incentives to enterprises that implement eco-friendly waste management systems and promote a circular economy. It focuses on minimizing waste, optimizing resource use, and fostering industrial ecosystems that align with the state’s sustainability and environmental goals.

      Food Safety and Quality

      The policy emphasizes the importance of ensuring food safety and maintaining high quality standards throughout the processing chain. It requires food processors to adhere to national and international food safety standards while providing support for implementing robust quality control measures, certification processes, and food safety management systems. Additionally, it encourages enterprises to adopt advanced testing facilities and traceability systems. Overall, the policy aims to enhance consumer confidence, increase marketability, and create new opportunities in both domestic and international markets.

      Research and Innovation

      The policy aims to foster collaboration between industry, academic institutions, and research organizations to develop new technologies. It will help to improve processing techniques, and create innovative food products. The Food Processing Policy 2024-29 provides Rs. 250 crores state corpus to promote research and innovation, quality certifications, traceability, and organic production processing.

      Quality Certification and Traceability

      The Food Processing Policy 2024-29 supports enterprises in obtaining national and international certifications. It includes FSSAI, HACCP, ISO, and GAP (Good Agricultural Practices). It will also focus on GAP certification to ensure coordination with relevant line departments to guarantee that commodities meet rigorous agricultural and safety standards. The policy also encourages the adoption of traceability systems that monitor the entire supply chain, from raw material sourcing to final product delivery, ensuring transparency and accountability.

      Skill Development  

      By the policy, the Andhra Pradesh State Skill Development Corporation (APSSDC) aims to support scalable and for-profit vocational training initiatives. It will also establish quality assurance systems, information management, and trainer academies. The policy aims to collaborate with renowned institutions like ICAR, CFTRI, IIMR, NIN, CIPET, and NIFTEM for demand-driven courses in food packaging, testing, quality control, and food processing. It will create localized employment and entrepreneurship opportunities for rural youth and reduce migration.

      Focus on Attracting FDI and Exports

      The Food Processing Policy 2024-29 will position Andhra Pradesh as a preferred destination for Foreign Direct Investment (FDI) in the food processing sector. The policy offers competitive incentives and a conducive business environment to attract global investors. It leverages on the state’s robust agricultural output, strategic location, and well-developed infrastructure.

      Andhra Pradesh Food Processing Policy: Infrastructure Creation

      Commodity Development Boards

      The policy envisages to establish commodity boards for key commodities. These boards will drive innovation, promoting value addition, and improving infrastructure and market linkages. They will also help farmers adopt best practices, enhance productivity, ensure quality standards, and address market challenges like price fluctuations.

      Focused Food Parks

      These Food Parks aim to provide modern infrastructure facilities for the food processing units. It will enable food processors to operate in plug & play model. The parks will have basic infrastructure like internal roads, power, water, drainage systems, effluent treatment plants, etc. It will also have core processing infrastructure including cold storages warehousing, ripening chambers, food testing labs, etc as common facilities with readily available lease plots. These parks will be developed on privately owned land by promoters. The government will provide financial assistance to create external infrastructure. In accordance with policy, GoAP plans to develop at least 77 MSME Parks in 77 divisions (ranging from 10 to100acres), and 26 LargeParksin26districts (ranging from 100 to 1000 acres). The incentives will be aligned with Private Parks Policy 2024-29 of Government of Andhra Pradesh.

      Nano Food Parks

      The Government of Andhra Pradesh will develop nano food parks (Less than 10 acres) to promote micro food enterprises. It will provide dedicated infrastructure and a supportive business environment for seamless operations. These parks will be developed on privately owned land by promoters, with the financial assistance from Government as per the Private Parks Policy 2024-29. GoAP plans to develop at least 175 Nano Food Parks in 175 constituencies.

      Animal Feed Park

      The Government will establish first of its kind Animal Feed Park on PPP mode to tap the global feed market. The government will provide incentives to be aligned with the Private Parks Policy -2024-29.

      Food Export Hubs

      Andhra Pradesh will establish four state-of-the-art export hubs to drive its food export ambitions. These large-scale integrated hubs covering over 500 acres aims to serve as critical nodes in the export supply chain. It offers end-to-end services such as aggregation, packing, cold storage, quality testing, phytosanitary certification, and export compliance.

      Cold Chain

      The Food Processing Policy 2024-29 has put a strong emphasis on the development of robust cold chain infrastructure to reduce post-harvest losses and ensure the preservation of perishable commodities.

      Irradiation Facilities

      The Food Processing Policy 2024-29 provides for the development of irradiation units to enhance food safety, extend shelf life, and meet international export standards. Irradiation technology is essential for the decontamination of food products, reducing microbial load, and increasing shelf life without affecting the nutritional value.

      Food Testing Laboratories

      The Policy prioritizes the establishment and enhancement of food testing laboratories across Andhra Pradesh to ensure the highest standards of food safety and quality. It will also help food processors to comply with both domestic and international regulations.

      Modern Abattoirs

      The Food Processing Policy 2024-29 aims to develop of modern abattoirs to enhance the efficiency, hygiene, and safety of meat processing in Andhra Pradesh. These abattoirs will be designed to meet international standards for slaughtering, processing, and packaging, ensuring compliance with stringent food safety and animal welfare regulations.

      Conclusion

      Being one of the largest hub horticulture, aquaculture and food processing hub the Andhra Pradesh Government has proposed a multi-cornered policy to counter the new challenges to the industry. It has tried to inculcate every best practices of government with government’s initiatives and support under the policy. It will help the state to increase employment opportunities, infrastructure and revenue from the food processing industry.
